Western Strategic Shift to the Indo-Pacific Aims to Contain China
The Sept. 24 meeting in the White House of the Quadrilat eral Security Dialogue (Quad), coming just days after the an nouncement of the Australia-United Kingdom-United States security pact (AUKUS – cf. SAS 38/21), has rightfully raised serious concerns among Russian and Chinese officials. The Quad is the “strategic dialogue” between the United States,
India, Japan and Australia, which was relaunched in 2017. Nikolai Patrushev, the secretary of the Russian Security Council, referred to the AUKUS pact as a “prototype of an Asian NATO”, which will pursue anti-China and anti-Russian policies. In fact, there has been open discussion promoted by British and U.S. think tanks of the need for an Asian NATO to counter the allegedly aggressive Chinese and the “malign intent” of Russia.
And while Biden Administration officials are downplaying the idea that the two pacts are part of a military alliance against any country, they are an integral part of a geopolitical shift to minimally contain, if not counter, both these coun
tries, following the U.S.-NATO pullout of Afghanistan. This was stated explicitly by U.S. military leaders and by Australian Prime Minister Scott Morrison, who told the American news show Face the Nation on Sept. 26 that Bei jing should feel threatened by the AUKUS, “that’s really our point”. Indeed, a central feature of AUKUS is the creation of a nuclear submarine force based in Australia, which is to rem edy the U.S. military’s current lack of platforms for launching nuclear missiles against Chinese territory.
As for the Quad, the meeting of the four leaders in the White House included a thinly disguised financial/economic warfare package, according to the website “Breaking De fense”. A section of the final communique raises the need to overcome “supply chain vulnerabilities” due to a dependence on China, which directly impacts cyber security, among other concerns. It also calls for the creation of a “diverse, resilient, secure telecommunications ecosystem” to counter efforts by Huawei and ZTE in the realm of 5G, which have been accused of functioning as cyber warfare operations deployed by the Chinese government.
Note that the “Global Gateway” initiative announced by the EU Commission claims to offer an alternative to China’s Belt
and Road Initiative, but also implies a military build-up in the Indo-Pacific region (cf. SAS 38/21).
The deeper issue facing Chinese and Russian military plan ners is in determining what is the ultimate intent of the “Asia pivot”, which was initiated by then President Obama, but not implemented. If they conclude, as Patrushev’s comments in dicate, that it represents a shift to an offensive capability, then the threshold for nuclear confrontation is significantly lowered. That, in turn, raises legitimate skepticism about the President Biden’s stated intention to end the “era of endless wars”.
After the Elections, Is Germany
Headed for Instability?
The good news from the Sept. 26 elections in Germany is that the Greens suffered a major setback compared to their original goal, which was to become the largest party in the country and thereby win the chancellorship. According to post-election polls, the voters gave social, economic and labor considerations priority over climate change.
Thus the SPD, which is perceived as the more competent party on social issues, came in first with 25.7% of the vote. The CDU-CSU dropped to 24.1% (down by nearly 9%), fol lowed by the Greens with 14.8% and the FDP with 11.5%. The negotiations on forming a new coalition government are expected to be long and hard.
SPD chancellor candidate Olaf Scholz now seems to be best positioned to take over Angela Merkel’s job, but to do so, he will need to form a coalition that gives him a confort able majority of seats in the new Bundestag. The most likely combination would be with the Greens and the FDP – despite their vey significant policy differences.
If that fails, Scholz could attempt a three-party coalition with the FDP and the CDU-CSU, excluding the Greens. How ever, being in a certain sense the “kingmakers”, the Greens and the FDP are expected to make behind-the-scene deals to keep them in the game.
If Scholz fails, CDU candidate Armin Laschet would still have a chance, albeit a small one, to become Chancellor of a three-party combination with the Greens and the FDP. An other possibility would be a continuation of the current CDU SPD Grand Coalition, as they will have 402 of the 735 seats
in the Bundestag, but both parties have ruled that out -- at least for the time being.
What would an Olaf Scholz chancellorship imply for Ger many? His own and his party’s pro-green orientation, which couples the economy and labor market with a heavy focus on “environmental” issues, would prompt a rough awakening very soon. The notorious “energy transition”, together with the Green Deal and the Great Reset (which Scholz has fully supported as Merkel’s Finance Minister) will mean the ruin of German industry and of industrial jobs. Although Germany has been relatively quiet in terms of public protests (unlike France), experts have not ruled out the emergence of a Ger
man version of the “yellow vests”.
Then, there’s the strategic situation, including Afghanistan, which was basically ignored by the major parties during the election campaign. The Greens are demanding the Foreign Ministry in any new government – and their foreign policy, as we have reported, is a disaster.
They are fully on the geopolitical line against both Rus sia and China, and support the trans-Atlantic regime-change policy carried out under the veil of human rights violations (Navalny, Hong Kong, etc.), to which will likely be added all those governments that refuse to go along with the COP26 road map.
In any event, it is doubtful whether the new government will be stable, and able to deal constructively with the major challenges ahead.
An Initial Response from Helga Zepp-LaRouche The Strategic Alert reached out to Helga Zepp-LaRouche on Sept. 27, to ask about her evaluation of the German election results. “ If one compares the reality of the strategic situ ation with the level of the issues raised during the election campaign,” she said, “one has almost the impression of two separate universes.
“The issues of war and peace surrounding the confronta tion between the West on the one side and Russia and China on the other, the instability of the financial system with clear signs of hyperinflation, the hunger crisis in many countries such as Afghanistan, Syria, Yemen, Haiti, etc. - all of these subjects were completely absent from the debate. The Schil ler Institute for its part will increase its activities to bring about a new paradigm in thinking and among nations inter nationally.”
Green Deals Promise a Cold and Dark Winter in the EU and the UK
If one were to believe German Green Party leader Annalena Baerbock, who hopes to become Foreign Minister in the up coming coalition government (cf. above), the rising energy prices in Europe are to be blamed on Russia, for allegedly reducing gas deliveries to Europe. Not only is Ms. Baerbock inconsistent (being an adamant opponent of Nord Stream 2 pipeline), but the real cause of the price rise is the very policy
promoted by her party and by the global climate lobby. The doubling of prices for CO2 emissions and dependence on failing “renewables” have created an artificial scarcity of natural gas, amplified by the unbridled financial speculation on the future markets in Amsterdam (gas) and Leipzig (elec tricity), causing prices to skyrocket, energy providers to be
forced out of business, and industrial production sites to shut down.
The hardest hit countries so far are Great Britain and Ger many, two nations highly dependent on wind power, which have started to burn coal on a large scale once again due to the lack of sufficient winds (cf. SAS 38/21). Steep energy bills and blackouts are thus expected to hit households this autumn.
What has now started is not unlike what happened with the orchestrated 1973 oil price shock, which led to a perma nent reorganization of the world economy under the financial dictatorship of the City of London’s speculative eurodollar.
Five British energy suppliers have gone bankrupt since Aug. 1, and only 6-10 companies out of 55 are expected to survive the carnage. Avro Energy and Green Supplier Limited became the latest providers to say they would cease trading, following a handful of others that have exited the market this year.
Between them, Avro and Green served over 800,000 do mestic customers, or some 2.9% of the market. According to Zero Hedge, Bulb Energy, with its 1.7 million customers, is also “on the verge of financial turmoil.” The same is hap pening in related industries across Europe.
In addition, CF Industries, a major fertilizer producer, had to suspend production at two British plants due to the rise in natural gas prices. Yara International, a Norwegian chemical producer which is the world’s largest fertilizer company and which, along with Cargill, practically controls all world nitrog
enous (and other) fertilizer, announced cuts in production of ammonia by 40%. Also Germany’s leading chemical producer BASF and the aluminum producer Aurubis are considering reducing production.
Forty percent of the national energy mix in Britain is de pendent on natural gas, which mainly comes from imports now that North Sea gas is being phased out due to decreasing profitability. According to The Economist, British dependency on gas is twice the European average; 22 million out of 27.8 million households use gas for heating and cooking.
Solidarité & Progrès Hosts Conference on “Freeing France from the Financial Oligarchy” The morning session of the S&P event on Sept. 25 present ed a debate about the 2022 presidential election in France, among Jacques Cheminade, the president of Solidarité & Pro grès, and three declared presidential candidates : François As selineau (UPR), Djordje Kuzmanovic (République souveraine) and Fabrice Grimal (Concorde 2022).
The afternoon session was devoted to the international strategic situation, with presentations by Schiller Institute chairwoman Helga Zepp-LaRouche and Jacques Cheminade.
The morning panel was the result of Cheminade’s efforts in recent months to have so-called « small » sovereignist can didates create a common platform, from which a unity candi dacy could emerge with a specific program aimed at eliminat ing the power of the international oligarchy and its French accomplices. While none of the three accept at this point to cancel their own bid in favor of a unity candidacy, they all agree that the real enemy is the supranational financial oli garchy that is looting the economy and the people. Jacques Cheminade gave the keynote, expressing his joy

that all those present represented, each in his own way, the cause of the sovereignty of France, and therefore, the cause of humanity. Defending the cause of unity is not simple, said Cheminade, but it is necessary to avoid having the coming elections degenerate into a simple clash of egos.
François Asselineau of the UPR (Union for the Republic) warned against the efforts to eliminate the real issues from the election. The UPR’s main slogan is for a « triple with drawal », from the EU, the euro and NATO. If political forces refuse to discuss those issues, he said, then only secondary issues will be dealt with. That’s what the « main » candidates are doing already : Anne Hidalgo, the mayor of Paris, calls for reducing highway speeds to 110km/h, Valérie Pecresse, from the Paris region, demands that burkinis be forbiden at the beach, while Eric Zemmour’s main proposal is to forbid newborns in France from being named after Mohammed ! Otherwise Asselineau noted that in today’s history, the nation is trying to reassert itself against the supranational financial oligarchy.
Georges Kuzmanovic of Republique Souveraine, a former military man with experience in Afghanistan and Africa, de scribed sovereignty and debt as the key issues of his cam paign. The international oligarchy lives off of parasiting pub lic debt, he said. To prove his point, he recalled how the first thing the European Commission did, following the no vote in Greece to the EU, was to send agents to steal the findings of the Greek Commission on who detains the public debt!
Finally, Fabrice Grimal, candidate of Concorde 2022 also called for a withdrawal from the euro, which, along with the European central bank, are the main instruments of oppres sion. He proposes the creation of a national Bank of France, instead of the ECB, and supports separating commercial banks from investment banks to curb financial speculation.
Rebuild Haiti with U.S.-China Collaboration in the Schiller Institute Program
Moral, compassionate individuals were horrified by the pho tos splashed across international media over the weekend of Sept. 18-19 showing upwards of 12,000 Haitian migrants huddled in squalid conditions under the Del Rio International Bridge in Del Rio, Texas.
Responding to a rumor that the U.S. would grant them asylum, many of them had braved the dangerous trip north from countries across Ibero-America, where they had tak en refuge years earlier after the devastating Jan.12, 2010 earthquake that killed 319,000 people.
The rumor was false, and the Biden Administration, which loudly claims to have a “humane” immigration policy, re sponded on Sept. 19 by loading Haitians like cattle onto the first of multiple daily flights to take place over the next five weeks to return them to a “home country” with which they don’t identify and is now wracked by a COVID pandemic, economic collapse, gang violence and the after-effects of the August 14, 7.2 magnitude earthquake.
Of the different nationalities at the U.S. border, only the Haitians were deported. Many of them reported they were never told where they were being deported to and that they were shackled at the feet, waist and hands during the flight to Port-au-Prince. “They treated us like animals,” one deportee told The Guardian. The Biden administration remained mor
ally indifferent to the pleas of Haitian authorities urging a halt to the deportations because they cannot handle such a large influx of people under crisis conditions.
This depraved policy cries out for both urgent humanitar ian aid and immediate implementation of a crash program and acceptance of the mission outlined by American states man Lyndon LaRouche shortly after the 2010 earthquake. At the time, he called for the U.S. to sign a 25-year treaty with Haiti to help rebuild its economy “in a form in which it will actually be a functioning country which can survive.”
Today, the Schiller Institute’s just-completed program to rebuild Haiti as part of a regional development program in volving the Caribbean and Central America was presented during the Sept. 25 Manhattan Project seminar, “Need Cre ative Genius of the World to Bear on Haiti and Afghanistan” (https://schillerinstitute.com/blog/2021/09/26/) and will be published in the Oct. 1 issue of Executive Intelligence Review (https://larouchepub.com/).
The Schiller Institute program reflects the moral mission that LaRouche defined a decade ago but now with the added necessary feature that China and the United States must col laborate on its implementation in the context of the Belt and Road Initiative and the Maritime Silk Road. The Sept. 25 seminar and pre-publication publicity have sparked lively dis cussion among the Haitian diaspora in the U.S., and among Haitian and Dominican friends of the Schiller Institute in the Dominican Republic, where two dailies have published excel lent coverage of the program.

Special Feature
UN “World Food Systems Summit”: Is Global Depopulation What’s Really on the Menu?
On the occasion of the United Nations General Assembly in New York, and more specifically of the World Foods Sys tems summit that took place there on Sept. 23, the Schiller Institute began circulating the following statement in front of the UN buildings. The focus of the food summit was less on feeding the world’s hungry than on pushing a “green” agenda to reduce the world’s population. That is hardly sur
prising given that the summit itself was instigated by the World Economic Forum, the organization that hosts the an nual Davos meeting of elite bankers and financiers and mas terminded the Great Reset.
Sometimes, obscenity is most luridly displayed in the form of what is “hidden in plain view.” The normally unspoken premise, that the world’s population must be radically re duced “by any means necessary,” and with which many at the UN and its non-governmental organizations tacitly agree, was once openly expressed in 1991 in the words of Alexander King, in the Club of Rome’s “The First Global Revolution:”
“The common enemy of humanity is man. In search ing for a new enemy to unite us, we came up with the idea that pollution, the threat of global warming, water shortages, famine and the like would fit the bill. All these dangers are caused by human intervention, and it is only through changed attitudes and behavior that they can be overcome. The real enemy then, is humanity itself.”
EIR STRATEGIC ALERT n°39 / 2021 WEEKLY NEWSLETTER 3
If fewer people is the unspoken goal, control of food pro duction and supply is essential. Those self-selected “park rangers for the human race,” including Ubermenschen like 60-billion-dollar Mike Bloomberg, UN Special Envoy on Cli mate Ambition and Solutions, and Mark Carney, 2019 Special Envoy on Climate Action and Finance and the former Gover nor of the Bank of England, believe that they can use “finan cial regime change” to corral many nations of Africa, Asia, and Ibero-America into submission. The present withholding of $9 billion from Afghanistan, for example, if maintained, translates into starvation for millions.
The “green elites” claim they possess superior knowledge about the planet, giving them the right to change the be havior of “inferior societies,” almost always located in the Southern hemisphere. Henry Kissinger’s 1974 NSSM-200 report, Implications of Worldwide Population Growth for U.S. Security and Overseas Interests, asked, “Would food be considered an instrument of national power? … Is the U.S. prepared to accept food rationing to help people who can’t/ won’t control their population growth?” Kissinger would un derstand the real depopulation agenda behind “nature-based changes of the food system.”
Various globalist committees have assumed the responsi bility to cleanse the planet of the unfit, the poor, infirm and inconvenient, who are now no longer even referred to as people -- they are merely “carbon footprints.” To clean up the dirty carbon footprint of the “great unwashed,” it may be necessary to place a carbon-neutral foot on their necks, by using sanctions, including food as a weapon, “for the good of the Earth.”
A World health Platform Now!
Now the United Nations is about to host a set of meetings where well-fed bureaucrats will pretend concern, but stick with their sanctions and weaponization of food insecurity. Doing this in the midst of a pandemic, with the imminent starvation of up to a half-billion persons, and the ongoing disruption of national borders throughout the planet, is an obscene display of what in U.S. criminal law, is called “de
praved indifference.”
Under the Nuremberg Tribunal code, “they knew, or should have known.” Grandiose declarations about issuing billions of doses of vaccines will do no good if the people who are supposed to be inoculated are already dead from starvation, dehydration, or exposure. The question is, is that underlying de-population process the actual intent?
One must ask that question, considering the lack of re sponse that David Beasley of the World Food Program has received, to his repeated pleas regarding Afghanistan, Hai ti, and other nations that are either on the verge, or in the throes of catastrophes which can, in fact, be either averted or alleviated.
Economist Lyndon LaRouche’s May 7, 1985 essay, The Role of Economic Science in Projecting Pandemics as a Fea ture of Advanced Stages of Economic Breakdown, published in a Special Report issued by Executive Intelligence Review entitled Economic Breakdown and the Threat of Global Pan demics, was distributed throughout the United Nations and to many other institutions a full 36 years ago. The emer
gency medical circumstances of 2020-21, therefore, do not “catch us by surprise.” Those from the UN and their respec tive governments were informed back at the time; they chose not to act. They were then guilty of depraved indifference, of malignant neglect.
A world health platform—clean water, food, medicine, and the correlate emergency infrastructure required for their delivery—is now the minimum physical pre-condition needed for the durable survival of every nation on the planet, no matter what their politics. That is the only efficient “human
based” response to the crisis.
Mobilize the Food, The Farmers Know How Today, the challenge is: Can the United Nations -- can we --do any better? There is an immediate, life-saving test. To day, the world must drop everything -- as it was caused to drop everything last year, when the pandemic erupted -- and do what is necessary to feed, on an emergency basis, every one on the planet that is presently food insecure, in every country on Earth.
This effort requires use of most, if not all the technological productive capabilities available, agricultural and industrial. This must be done in the service of humanity, and not a com pany, cartel, military establishment, or oligarchy intent on us ing food as a weapon. Collaborating on this food mobilization is the first step to establishing the cooperation required for a world health platform to successfully function.
People are not responsible for the pandemic, earthquakes, or floods. They are not starving as a result of a specific crime—unless one thinks, as do the Malthusians, that “the crime was their being born.” The crime, rather, is holding conferences about “nature-based solutions to food produc
tion” and “world hunger summits,” as you ignore the death all around you.
The world’s farmers, food aid distributors, and people are ready to accept the monumental task of an immediate, emergency feeding of all humanity. The place to begin is Af ghanistan. It is an exemplary situation in which many nations once opposed to each other can, in the words of the prophet Isaiah, “beat their swords into plowshares, and their spears into pruning hooks: nation shall not lift up sword against nation, neither shall they learn war any more.” If you feed the people, you suppress the appetite for war. We need, not a “Great Reset,” but a “Great Reversal” of policy, including food policy. We need a worldwide anti-Malthusian resistance. People come first!
